Heres some common ways isp's will hand over the info..
Say your from a company that delivers somehing straightforward like t.v's and that a customer oerdered a tv but all the information was lost in the transaction and all u have is the i.p. and you would like the phone number so you can contact them. Suprisingly enough it works.. i cant stress how important it is to keep your cool and act like its not super important.. They usually start of by saying " we cant hand out personal information" , make them at ease by saying " oh i totally understand , i'm only an employee trying to help out , if you cant give me the number thats totally understandable , we just feel bad this customer isn't going to get the tv they ordered .
