I'm not sure where they got their information from but the rules for the type of sites CCBill processes for does not change from USA to EU or anywhere else. We do process for adult sites in the EU and do not have any plans currently to change this.
Being based in the EU you would be provided with Visa services at no charge.
We do have user management scripts that will function in windows but you will need to perform the authentication of users yourself.
With CCBill you retain ownership of your site and can make any changes you wish to as long as you still follow the rules of our Acceptable Use Policy.
There is no term of service and no startup fees.
