if they can move you out of your house to build a hotel they can certainly make you perform jury duty more than once a year.

Here you can't receive a letter more than once in 5 years (selected or not).

than why do they send me 2 more? I need to find the way out. last time it was some junkie that pissed on the street and got arrested... wasted whole day.

That's how it is in California. They can send as many summons as they want as long as you aren't chosen to come in.
