1 - No. The inspections are a function of the DOJ and FBI, neither of whom take their marching orders from Congress.
2 - I'd say yes, it did 'help' them, even though an inspection did take place.
The FBI conducted the inspection in what appears to be a clear violation of the preliminary injunction obtained by the FSC in FSC v. Gonzales.
The FBI and DOJ have been getting an earful about that one from Jeffrey Douglas (board chair of the FSC and attorney for the company in question) ever since that inspection went down, and can expect the same from the judge in the case, I'd wager.
