                  There's not really that many malls in small towns in southern europe.I doubt not that many people died in rome or madrid.

                                      the 15k was in 2003 - and usually the summer is fine, but 2003 and 2005 was to much. Those that died was old weak people, and the heat just pushed them that little more than they could take. Its not like thay would be alive today if it havent been as warm.. alt least 95% would be dead anyways

                                                                                  Actually, maybe you're all ignoring the fact that Europe is over 2k years old - most buildings have historical status therefore, you can't just plop the new A/C from the window or tear down the walls and re-wire the building for central air & plop it on top of the roof. Most new construction complexes have it built in, but little towns where electricity is expensive & sometimes scarce (European countries import alot of their electricity), alot of the older folks work their own land - you aren't going to find air conditioners all over the place - it's just not the way it's going to be. Even if you give them the old air conditioners, chances are, they won't use it cuz it's expensive.

                                                                                  You will find fans alot but moving around heat isn't exactly helpful unless there's some type of cool breeze.

                                                                                  I was in Sicily in the month of August one year it hit 48 where I was at - and in neighbouring towns it was 50 - NEVER again unless I'm guaranteed air conditioners everywhere I walk.

                                                                                                              Also, people who are poor do not have ACs or even electricity. And most of the death cases are old people, infants or sick persons.

                                                                                                                                      Air conditioner is just a placebo (expensive in money and electricity) and some country can't use so many electricity without sense.

                                                                                                                                      Last year in italy we have lots of problems with electricity because of there are too many air conditioner activated during the summer and our electric system wasn't projected to support it. And is not really easy to modify a national electric system in italy. There are lots of problem, geographic problems and urban conformation problems.

                                                                                                                                      P.S: please compare people who died in usa cities during the summer and people who died in europe. You can realize by yourself that is about the same...

                                                                                                                                          We are just not used to it as much as the US is. Air conditioners are not big in europe thus they are more expensive than in the US.

                                                                                                                                          Most european places, even new ones, do not have central air, and to be honest, I am very happy about it, I HATE central air.

                                                                                                                                          It just does not get so extrememly hot here often, and if the house is built well, and not made out of wood ;) ... there is going to be good insulation. My place is relatively cool even with all windows closed, you just need to know how to make sure it stays like this.

                                                                                                                                          Also, there are places in europe which have 500 year old houses that stay 20 degrees Celsius all year long without ANY kind of heating or cooling going on, and it gets below 20 in the winter (not a lot, but still) and above 35 in the summer.

                                                                                                                                          I prefer it the way it is in europe honestly.

                                                                                                                                          A/C is nice in a car though ...

                                                                                                                                                                                      Most of the deaths mentioned here are from the 2003 heat wave, most of these people were elderly that were left home alone during the summer holidays.
                                                                                                                                                                                      It may sound bad, but especially in France, you don't really take grandma along when you go to the Riviera.
                                                                                                                                                                                      Europe does not have the infrastructure that is available in the US or Canada or Australia when it comes to living in the heat. That is why you will see ads such as "Romantic Flat with a nice airflow", meaning an apartment with 2 windows on 2 different sides of the building.
