2mbps max = 2000bits*(1byte/8 bits) / 30 users = 8.3KB/sec/user

this is the MAX speed you will get

making it comparably to a 56K modem

Minimum needed is 10 mbps, better with 100 and a fix allocation of BW: you can meet the demand this way.
