Hosthead doesn't require a contract with their managed dedicated, I have a box with them. -
Sure there are, most providers would only require yearly contracts on larger commits, i.e Colocation or 200+Mbps commits.Comment

In my 3+ years with Phat Servers I have never once required a contract.
The difference in pricing comes from a plethora of possibilities. EU data centers are fine
NY -> Amsterdam is 80MS
Which means California -> Amsterdam = 160MS
