There is the same hygiene argument for the female labia which is part of female circumcision, as well as foreskin. And if actually maintained properly the foreskin actually has antibacterial properties. The only real argument for cosmetic male mutilation is a religious and societal, "icky factor".
The cutting of of the clitoris is definitely over the top, sick and sadistic. Either way this is a good time for a little eye for an eye justice IMO.
