Isn't that called entrapment???

I saw these cops on COPS the TV show doing the same thing but with a push bike they left at a shopping mall. They waited for some black punk to steal it and then chased after him, he tried to flee on the bike and they got him for stealing a bike and resisiting arrest.

Entrapment isn't what I thought it was

WTF? If it's a bait car, then why isn't he locked in? Why is he able to keep driving?

I though bait cars shut down the engine and lock the person in the car?

The disable signal is sent by cellular phone, because of poor reception in the area they lost the signal , but the helicopter tracked it..
