Take an umbrella with you. One of those big golf ones would be best.
You can pop it open and you have something between you and them.

Pepper spray can get in your dogs eyes too, so don't use that.

I have a huge germ shep. The problem I see most often is the owners of little dogs are bitches. My dog plays around with dogs great, little or big (he's been through two types of training + puppy preschool). He's fine with them all, no matter what type or size. However, 90% of the time the owner of the little dog freaks out and gets all butthurt because he thinks they're playing too rough.

My suggestion is you and your dog need to grow a pair. .02
