Building one from scratch seems a bit complext for me, unless I get an old desktop and add hard drives to it

How much does a good 4 bay enclosure go for and where can i get them?

Supermicro makes a 15bay SATA 3u chassis, get a external drive bay for a mirrored OS and then 15x 750 for the storage partition..

contact me on icq and i'll show you the parts to get to build it.
