can an old HOTMAIL adress be used by a new person ?

Let's say some dude had a hotmail adress two years ago, but isn't using it anymore so when i email him it says

    "mailbox unavailable"

but when i try to register that hotmail addy by myself, it says "email adress already in use"

so will it "expire" definitely one day and will be available for everyone?
does anyone know hotmail rules in regard to it?

If they shitcan the address for any reason, it can be. I know someone who was sending emails to his ebay customers, telling them what morons they were and cussing them. A few people reported him and hotmail canceled his account. A day or two later, one of the people he was threatening registered the name.

Not sure about inactive accounts, though. Report the addy to hotmail and tell them you're getting death threats from it, lol.

I have a hotmail e-mail account that expired. However, when I attempted to sign on, I was provided with the option to reinstate the e-mail address. I think that unless threats are made, such as in the case Holly described, they hold the account until you reinstate it.
