I need an Outsourced Web Designer with the following skills:

CSS
HTML
Photoshop (although, the person i'm looking for will primarily design using CSS/HTML, and NOT graphically using Photoshop)

They need to be able to clone existing web pages into editable templates, and build mainstream portals (i.e.: splash pages with clean designs, NOT adult)
