Check C:\Docs and Settings\yourdumbname\ Application Settings, and Local Settings. Macromedia will be under there, and DreamWeaver beneath that. Try unsetting read only, or just deleting the whole thing and starting DW fresh (unless you have shit saved there you can't remember how to reset..)

I had FF doing the same shit; I somehow had a directory set read-only, and it propigated through the whole damn filesystem, despite the windows shit tools saying otherwise. Not fun.
