There are far more issues in the background which were not covered in that news piece.
These range for a lack of prison accomodate to start with on the part of the govt, issues over the mentally ill being incarcerated, courts issing long sentences blah blah.
Bottom line - the govt is fucking useless again and not making provision for accomodation which they already know is needed. Fanciful plans of prison ships is a joke - the Prison Service already has more than adequate land for the construction of prisons - they just need to get off their asses and start doing work.
