it depends on a number of factors. the biggest of which is:
1 - total models online
2 - average attractiveness of models (although model attractiveness is less of a factor than people realize)
3 - how well the models work on average (huge)
4 - type of chat (free chat/private 1on1 or group rooms with discounted rates)
the number one factor for conversions/retention is total models online. thats why Lars is was the first one to wise up and not try to stop girls from working on 2-3 sites at a time. the fact is that more girls = more money. probably more due to percieved value on the users part... because you can usually see most girls are sleeping, eating, fucking off etc.
so the smaller the site is, the longer the struggle. to get to that point, you would probably need an average of no less than 15 girls online 24hrs a day. they would have to work pretty well, look ok etc.
if that was the scenario, you would be looking at more than a year - maybe 18 months or so. again, you might have a small number of girls that REALLY have their shit together and keep 2 guys chatting every minute they are working or stay in private chat for 50% of the time they are online and many that perform much worse. so which girls are coming and going can also skew numbers dramatically. if you were constantly adding quality models and they were working well (you can see today, that most do not) then that curve can be shortened quite a bit.
any cam site owner can come and tell me i am full of shit or wrong or whatever, simply because most have very different experiences based on what they are doing, how many girls, types of chat etc etc.
