Who wrote the article? It is a very misleading title. He wasn't fined for failure to produce documnents related to 2257.

Even if he had wanted to maintain nicely organized records he could not have because he is a PEDO and they are KIDS.

Couple that with the fact that this story is over a year old and I say that Xbiz was trying desperately to look interesting.
