Often in the past when I have tried to sign up with a program they either do not have the form for existing CCBill affiliates or the form was somehow mis configured and thus did not work. If you do not already, I would suggest you offer programs the ability to simply link to a form hosted at CCBill where it can be properly configured, updated and monitered by you guys rather than relying on 1000s of site owners to do it on their own.
