Yes, you can bail yourself out of jail. If your bail is $5000, you have to pay $5000 to get out.
BUT if you don't want to pay $5000 to get out of jail, you can get a bail bondsman to do it for ~10% and only have to pay $500, unless you don't show up for court / hearing / arraignment / etc.
Then you get some bounty hunters on your ass, plus a warrant for your arrest, plus you have to pay back the bondsman the entire $5000 + all costs to bring you in.

Court takes time. Is it really fair to not give a potentially honest person a way out of jail during that time to continue their life? And it isn't like they're buying their way out of a sentence. If guilty, they still get charged and then have to serve their sentence.

How come that you can pay your way out of jail in US?
You don't go to trial for your crimes immediately at your arrest. Until you're proven guilty at trial, you're assumed to be innocent. Posting bail allows you to get out of jail until you go to trial. If you fail to show up for trial, you don't get your bail amount back.
Basically, it's like saying "I'll give you $10000 and promise to show up for trial if you let me out of jail now. If I don't make my court dates, you can keep the $10000".
