Bush is a popular pick because he is relevant and immediate. The others are either dim memories (for old people) or complete abstractions based on books and hollywood.
Perhaps the list should have been made with modern dictators and murderers. There's a big long list to choose from... Idi Amin, Pinochet, Pol Pot, Ariel Sharon, Bush the Lessor, etc. Maybe they aren't all in the same class, but at least they're more or less contemporaries.~
