Only China has leverage on N. Korea, apparently they believe it is not in their interest to keep N. Korea in line.
Maybe when Japan and Taiwan make announcements that they are going nuclear, it will inspires the Chinese to do the right thing.
If they want to be considered a super power, you have to be able to influence your hemisphere.
