Sure, I'm even accepting autosubmissions (turned OCR off) for now, as many good submitters use autosubmitters or any submission software in manual mode. I don't care as long as your galleries are good.
If I get flooded with too many crappy submissions I might turn OCR on again, but then you'd just have to use it in manual mode, so that should be no problem
