Does the Computer have a static IP?

If so just google for 'windows DNS server' or if you're on *nix get BIND

I could be wrong, but you would need Windows Server 2000/2003 or Windows Small Business Server 2003. This machine would have to be the domain controller of your network.

I do not believe Windows 2000 Pro/XP are capable of being stand-alone DNS servers.

You could always use C:\Win*\system32\drivers\etc\hosts to add custom entries to your computers NS.

you are right on this one but personnaly i would never but something important like dns server on a computer with windows OS

i'm sure you could use that software as a short term solution for whatever youre planning to use it for.

I'd look into my earlier post if you want a more long term solution for your personal network.

I use simple DNS http://www.simpledns.com

I run it off one of my servers which is co-located at a data center, not off my home PC. but it works great and is easy to use.
