YARGH! A serious post from a goofy pirate about Costa Rica.... [pic]

YARGH! I be thinkin' of goin' for an *extended* vacation to Costa Rica. What's it be like there? I'd most likely buy property, but may rent. Any information on living, working, safety, in Costa Rica would be muchly appreciated.

YARGH! I should mention this has nothing to do with 2257. Don't turn it into a legal discussion. Any Costa Ricans here?

I have a cousin that has lived there for about 15 years. Married a beautiful local girl and has a daughter with her. They live right next to the beach. He still has his kidneys and liver.

                                                        AHOY! Me Sharky Farts!

OK!! :-) Basically it's a good place to be - especially for webmasters. Forgetting the local latina's for a moment and hitting on more basic stuff - Costa Rica does not have any taxation on funds earning outside the country.. ie net earnings.

The average wage here is still under $1000/month and the general rates for a full time maid/gardener are around $200-300/month.

Currently... there are a number of people settling down here, - especially from Canada, US and EU. This is having an ongoing effect on increasing land prices. Tho.. there are plenty homes still vacant for letting in "gringo areas" and range from about $500 upwards, depending on the property. A three/four bedroom home with a pool would probably rent at about $1500-$2000 on short term, - tho ya can spend $5000 or more on some estate :-)

Internet/cabling is OK, tho it is operated currently by a monopoly (doubt this can be sustained, but they are trying to keep that monopoly). The spectrum of service is improving over the country... like, they have or are laying fibre optic to most regions of the country and it will probably be the best wired Latin American country when this is complete.

The laws of CR are not unfavorable to adult webmasters. In real life there are little problems unless content involves children in which case they don't like that much! :-) Basically, it's common sense that applies, but without the need to produce acts like 2257.

You really need to live in the country for a time before committing to property purchase. It offers a lot and each region is different - there are around 8 or 12 micro climates.

The people are laid back and friendly... in reality there are only around 2.5 mill Costa Rican nationals - the rest is made up of Nicaraguan immigrants and others from Canada, US and Europe. The crime rate is not actually high, - far less than in, eg, the US and is mainly involving Nicaraguan immigrants. But.. there is also an element of "US escapees" who seem to think they can hide here and continue committing offenses. They are usually chucked out or collected by a US govt LearJet back to US territory.

Overall... Costa Rica is a peaceful and stable country - the cops are actually "nice" and without an attitude. Costa Rica is not the same as most Latin American countries in that it is, in it's own way, wealthy (tho that's a joke!). In the longer term, it will probably continue to be stable but with many more immigrants escaping from "civilized countries" and setting up homes here.

This is all basic stuff.. but any help? :-)

OK.. There are extradiction policies, but they are for serious offenses... people don't end up being extradicted for nada (at least usually!) and is something that must be proven in a CR court.

One major area where there is the occasional extradiction is with US citizens - mainly because the US govt will chase em to the end of the earth. Recent extradictions related to fraud in the US and also child offenses, tho some of these were committed in CR and the CR govt did not want the perp, so US law took the matter over.

Until a few years ago there was a serious issue about "extradiction" in that the US decided to just come into the country and kidnap any US citizens they wanted without going thru legal process. This resulted in a violation complaint to the UN and CR killed all relations on extradiction with the US for about three years. This has since been restored on condition that US will comply with CR law and deal via courts here and quit kidnapping folks.

Apart from the US, it is rare to have anyone extradicted back to their home country.

Unless there is an actual serious offense involved, few have time to bother and it has to be an offense "on the list" for extradiction - murder, rape, fraud, drugs dealing - tax issues are.. very weak as a reason for an extradiction hearing (but *could* be classified as fraud).

The actual legal process is... kinda old-fashioned and pedantic. Like... there were two people, a man and woman, arrived in CR from the US IRS to make an application to the court for the extradiction of a US person on tax matters. Hell knows why, but the pair of em entered CR illegally (on false docs) and then went around several banks opening up accounts using false names and docs (but where they had control). At the extradiction hearing, the judge wanted em to present credentials to the court and this illegal entry was revealed :-) They were then charged with some offenses relating to this and a hearing date set for their case. However, they were freed in the meantime, and obviously escaped back to the US, never to return :-) Back in the US the woman was asked why she did this... reply? "Because I never knew it was illegal" :-) Duh? Dunno if they pair of em still work with the IRS! :-)

BTW.. The 3/4 bedroom home I'm talking of is kinda "upmarket" with plenty space/pool/maid blah You can get nice places for half that money :-) And.. currently.. there are plenty vacancies.

the previous house I rented I used to pay around $600.00 a month - three bedrooms, two bathrooms double storey house It had swimming pool, was situated in one of the best subburbs etc.

As far as the crime is concerned, I don't think that Costa Rica is the safest place on Earth:

Mmmm.. I'm probably too fussy when it comes to places to live :-) Yea.. heard of places from $300 upwards, tho never actually looked at em when we came here.

On crime... there is more to it than murder stats. The main problem here is petty theft - what ya expect when the country is loaded with "illegal aliens" with nothing to eat? But so far, nada problems!

The woman who heads OIJ (investigative police) commented she was overworked... I asked what with? Reply... "we have 600 cases of credit card fraud in the last six months" Sheesh.. if that's all she needs to be fussing over, - she needs a real job! :-)

But yea.. they do end up with some serious shit as well.

I always remember years ago "researching" Florida on crime... the stats then showed there was no crime! :-) Murder rate was nada! :-) I've since learned from the law there that that bullshit is all made up for the tourist trade and since been shown the real picture by some govt officers operating there - it's no different to other places but the Sheriff liked to think otherwise :-)

I was thinking of checking out the East side along the coast. I am seeing land prices for vacant lots are extremely cheap.. Is it expensive to build? Any thoughts.

San Jose is a big city, like any other in Latin America -- maybe even a bit more modern than average -- but I wouldn't move to CR to live in San Jose.

What is your expertise, then? -- -- I mean, how do you come your involvement in such a project -- are you a real estate guy or a amateur science guy with a little lettuce on the side to feed the macaws with -- ? --

When I was there, I stayed at the Cloud Forest Lodge in Monteverde - and the rooms all had one corner that was ALL glass, floor to ceiling, and the rooms were all up against (literally) the edge of the Forest. So you could stand in that glass corner, and be IN the canopy -- one of the coolest hotel rooms of my whole life.

                                                                                                    j-
Know the place well!! :-) We did a summary of places like Monteverde for Impact Assessment stuff but the degree of expertise needed for this is too much for me to learn!

You ever been to Arenal? In the lodge bedrooms there, the walls are all glass looking towards the volcano - if it happens to be erupting you can see lave spewing down the sides at night! :-)

My involvement was... almost by chance. Sure, I had an interest in eco, but ended up buying some mountains and rainforest - never thought of this at the time, but the land has great views over the ocean and the surrounding area ended up as a high value real estate. (Tho ain't into profiting from that!). Since then I've hooked up with a few governments and international orgs who have interests in maintaining the eco. The land has a load of critters already and several are on the endangered list so we contacted some "critter experts" and they visited the place and.. almost immediately, wanted to be involved. With the help of eight prime experts and support of others, we are finishing off the concept "blueprint" in the next month. (It has taken almost a year to prepare). I know nada of this stuff - I just listen hard and get an education in the process! :-)

Currently in CR we have the cooperation/support of .. think eight orgs, including the Earth University and INBio blah. But the main support is coming from about forty international orgs and includes extensive funding for eco and tourism related satellite projects. I dunno what the end result will be like, but the verbal of the experts is that they want to make it a "model project" for ecology preservation.

So far they have almost all food being produced on the land to organic standards (including the use of hydroponics) and have some kinda seed/genetics bank for cultivating indigenous species. Plus of course.. the money earners in the form of lodges etc. Some of this seems on a very exotic scale to me, but the engineers reckon it is practical! :-) It's early yet in the planning process, but I want to develop an "internet village" there - apart from the obvious usage it will get from us *s* - it would be a nice place for anyone mobile to stay for a break.

Yea.. you are right in my expertise! :-) That is limited to feeding banannas to parrots!!
