It "can" be done for next to nothing if you have a lot of energy, time and specialized skills (a few examples: current traffic possession, ability to code and make traffic tools, or a large group of friends and associates that you can align, partner or revshare with.........etc)
However, if you can enter this 'business' or any with working capital you are in a much greater position to suceed.
