They use to cover it in Canada a few years ago but for some reason decided to make you pay $250.
It was all about cleanliness. As I said above, back then talking about penises and vaginas was taboo as far as I know. So instead of the parents being taught how to properly clean it, they deided to cut the foreskin off so they wouldn't have to worry about such dirty talks with their children
