      you are correct. you still fall under USA laws if you reside in the USA.

                      Sort of. You may be doing something illegal in the US and process with visa or mastercard. You indeed are a criminal here, but alas if you are living in a country where it is legal, than you are safe as long as you do not come visit the US.
