Merchant accounts/banks are ultimately swayed by local laws. While the US banks are tightening their ships due to the administration in office .. that is NOT the case elsewhere. Have a look at where CCBill and Epochs banks are located - two different animals.
I'd also like to make it clear that there is Visa US and then there is Visa International .. they are NOT the same animal and its a well known fact that the two don't play well together. Visa international would never bow down to change policy based on the localized jurisdiction rules Visa US might adopt.

In an industry with so many open issues if I was running the 2nd largest 3rd part processor I would make sure to be around for years to come and since the communication path between visa/mc and processors is almost non-existent (yes,that's right, not my words but coming from employee of big 3rd part processing co) I would try to fly under radars.

What we think as webmasters morally leads us to what will will or will not have or promote on our web sites. As processors, they have the right to do the same.
In that article, it clearly shows the stance that each of the main 3 processors (CCbill, Netbilling, & Paycom) in this space are taking. It is their choice of what they will and will not accept.
