I'm sorry about this. I still need to figure out what the hell happened. I know that the script functions fine, but there had to be a problem with the settings or maybe the database.

that is not how the proxy bid functionality works in ebay
your bid to maximum would only trigger if someone outbid you
so if two people had proxy bids enabled you would see switching between the two bidder until the you got to the first highest price with no matching counter offer.
your way just screws the bidder by forcing him to escalate bids to his maximum price
