For the steel to fail it would need to be under intense heat for a sustained period of time. Flammable objects in the building wouldn't burn at the necessary temperature, but we'll assume for the sake of your argument that they did.
If the temperature on those floors was hot enough for steel to fail, then how were people observed minutes after the crash?
You could make the argument that they came from higher areas of the building, but they still have to pass through areas that are hot enough to cause steel failure.
Turn your oven on as high as it goes. Now imagine walking through that heat.
