It was probably a rebuttal of sorts to the phrase, "Don't mess with Texas".. then just became a saying that sounded trendish..

The origin of, 'Don't Mess with Texas' lies within a Texas Highway Commission document issued back in 1985, when roadside litter in the Lone Star State had become an unattractive and costly problem.
