On that HTML page, have a link to the 2257 pages of every individual sponsor. As far as promoting non-2257 compliant material, I simply wouldn't. Make yourself a warning page, and make it SE friendly and send that link to the SEs. Obviously, use your main TGP page for your traffic trades. It doesn't make it iron clad, but at least it shows some effort at keeping minors out.
