    Can you chargeback ANYTHING on Visa?

    So, my buddy bought "Artist" passes to the Coachella show from some guy on the internet. Apparently the guy was a good scammer, because he actually met my friend in person a while back. At any rate, the tickets were fake.

    Hey paid using his Visa through Paypal. Will the let him chargeback for that?

    What should he do? (He bought a bunch of them, so this is a couple grand we're talking)

              Instead of doing a chargeback with Visa, which will get his Paypal shut down, he should request a resolution with Paypal. There's a good chance they'll help him out.

                  I don't think Visa does that..American express does..I think he's fucked..they changed their terms

                          I think there are somethings that do not allow a charge back on. Tickets are one of them, but this is fraud and that might be different.

                              I tried that and unless you have buyers protection paypal won't do shit and Visa says you're fucked

                                  Since we're talking about a tangible good, your friends should first attempt to resolve the issue with PayPal (file a complaint and attempt to chargeback). If PayPal refuses, or his request is declined, then run the chargeback through Visa.

                                  Least that's what I would do.

                                      I think he should first approach Paypal and tell them about this fraud. Paypal should freeze the scammers account before he runs. If Paypal won't help, then approach Visa. Always try to resolve things directly with the merchant.

                                          File a fraud complaint with PayPal. Send the guy an email telling him you are doing so and also say you just want your money back or you will press charges. Give him 2 days 2 respond and id he doesnt call his local PD. If PayPal doesn't resolve it for you within 10 days charge it back.

                                              Most Visa issuing banks won't initiate a chargeback on Paypal. In regards to Visa, Paypal is the merchant in this case. By funding your Paypal account with your Visa, you're completing a transaction with them. By making those funds available for your use through their system, Paypal is completing their side of the Visa transaction. Therefore, there's nothing to chargeback. The Paypal user who ripped your friend off has nothing to do with Visa.

                                              Your friend will have to deal with Paypal's Buyer Protection program in this case. And since I'm guessing your friend was paying more than face value for the tickets (ie. he was under the impression he was buying from a scalper), Paypal probably won't do much except potentially shut down both accounts. This may be an extreme comparison, but it'd be like complaining to Paypal because you bought some weed, paid by Paypal and it was bunk.

                                                  i doubt paypal will go find out what the face value of the tickets are... paypal isnt a legal authority.. its none of their business

                                                      Actually, it is their business. Scalping tickets is against their terms and conditions and I'm pretty sure it's illegal too. They've shut down/frozen accounts for a lot less.
