I think we would all be amazed at the amount of people that don?t know HTML. I have done a huge amount of interviews for ?designers? that don?t know how to do HTML by hand. Even some staff that work with editors all day can?t do much more than basic adjustments in HTML.
I?m sure most webmasters don?t know HTML past the very basic level. Only a few percent can probably take a fully sliced up graphic and build the tables by hand.

Yeah but then you aren't a webmaster either. You're more of a salesperson. Of course as long as the checks come in who in the fuck cares what you call yourself.

The webmaster's e-mail address often appears on the home
page of the site. Failing that, you could try sending e-mail
to postmaster (from which the term is probably derived) or
root at that host, possibly after removing an initial
"www.".
