I have heard that credit card companies only allow each person like 2 chargebacks per year. Is this true or just BS?

Not really. If it is a fraudulent charge, the CC company is going to protect the consumer 9 out of 10 times. However, if a consumer has a history of chargebacks that seems suspicious, and the companies have disputed his chargebacks, they are less likely to get the lenient treatment in the future.Comment

Which makes me think $10-sites etc. must really looove being chargeback-safe. ;)

Like many have said, if the bank notices a habit of frequent chargebacks, they'll eventually say enough is enough.
As for amounts under $20, many banks will simply write off the amount and credit to the customer rather than going through with the chargeback. Typically, it costs a bank a lot more than $20 to file a chargeback.
Keep in mind that it's at the bank's discretion, so some banks will chargeback, and those that typically don't sometimes will.

That's not correct. The fees are two ways. Mechants only get charged half the fees. Keep in mind there are typically two banks involved in the process.
