No, it isn't because they're afraid. Its because they have too much to lose. Iran is on very thin ice as is, they aren't going to jump into a war when they have a puppet with nothing to lose (Hezbollah) willing to fight instead. And Syria... they aren't much of a match up. How many times have they threatened to intervene now? Again, they have too much to lose.
