Until World War I it was Turkish Palestine. After World War I it was British Palestine. When was it Arab Palestine? None of the Middle East was run by Arabs or Jews until the end of WW I. It was administered by the Ottoman Turks. The Arabs ended up running pretty much the entire Middle East. It was given to them. Palestine wasn't just "Israel and the West Bank" though. It also included Jordan. That was given to the Arabs too.

I don't think anyone can make a claim to a land with 100% authority. There are always new arguments.
