Honestly, it's been my experience that as long as a tour is pretty well done to begin with, content makes the biggest difference.
I can make just as much or in many cases more money from doing a Mike in Brazil gallery, after several years, as I can from a brand new site if the content is right.
I've found it works like this:
Older site (or tour) with fantastic new content = Terrific sales
Brand new site with great content = Terrific sales
New site with only average content = average sales
Old site with only average content = poor sales
If I could choose between having a new tour each week, designed to my specifications or new content each week, I'd take the content personally.
