they have X amount of time after they see the infraction to issue a ticket for the incident.
i'm sure it's different for every state i believe it's 3 weeks here in new jersey
they can pull you over for an infraction let you go and if they want to be pricks issue a summons after the fact. it's happend to a few friends of mine with moving violations.
at this point we live in a police state they can do what they want whenever they want...
