Yeah, just a rumor. If it does exist anywhere, it would be a city ordinance, or possibly a state law/statute (very unlikely). I think its more like the rumor they had at my college where if the professor was gone more than 15 minutes you are automatically dismissed. Basically the kid in all of us wanting freedom.
