I've setup quite a few companies a couple years ago that wanted to get started in doing live video feeds. It all depends on if you rent/own the building as that's normally the most expensive. The hardware isn't that expensive but that depends on how many girls your looking to put on cam.
Average of :
$400 per room for computer and monitor
$800 per webcam as you don't want the cheap crap.
$30 for a small bed in each room.
$450 month for a T1 for the feeds to the company that you get them from, I don't remember who I was setting the companies up for as that was 2 years ago and my documents are on my other system
Then you have personal, utilities, etc
$5000 for my consulting fee from start to finish of the setup as that normally takes about 2 weeks.
Then $4000 month retainer if you need someone on call 24/7 in case of problems. That lasted about 4 months until they hired someone onsite and I trained them on what to do in case of any major problems.

No if you can perform a good search in Brazil. But that structure can cost a little bit more. All you need in this case is a "language server person" that will manage all language questions, including the chattability of the girls.
