Cool. He/she could start out with setting up a personal blog, where limited tips are given, on a regular basis (weekly/bi-weekly). This would be to achieve credibility. For the offline part, I assume the best thing to do is promote the very same blog, as it's easy to kick in a FAQ there and thus eliminate some of the hassle with haggling clients. So print some posters and put them up around the neighbourhood, also get some business cards which can be handed out in various places, such as beauty parlour, spas and whatnot. Do make sure there's a phone number on both business cards and posters though, so even Internet retards can make contact. I'd advise a cell phone #, as you don't want everyone calling your home #, plus a cell can be turned off.
