I don't really understand part -one- of your question...
I allow one partner account per submitter, not multiple partner IDs, but have no limit on how many partner accounts I have in my database...
Many come and go anyhow; some don't submit for over 6 months, loose their details, and try to apply again, others get an account, aren't happy wth the traffic they're getting and move on for ever...
= I wouldn't put a limit on partner accounts - put a limit on daily submissions you take - that way you don't have to review as much...Spam me with design ideas for my signature - LOL! -
