Exactly. Had this happen in the past with a mainstream site that I was administering, and found out from the credit card processor that the scammers were just "testing" a huge database of stolen credit cards to find out which ones were valid. I'd bet you that's what's happening on your site as well.
Scammers, yes, but they aren't trying to scam YOU as much as just using your merchant account for their own needs.
