but hey, there was ABSOLUTELY NOTHING mentioned in that particular contest rules that you have to be a Pussy Cash webmaster to participate in that contest
maybe you wanted to make such a rule but you forgot to iclude it

Personally I don't have an account with Pussy Cash ( actually I wanted to sign up like 1 week ago but then somehow forgot about it ) but that doesn't mean that I don't expect to be paid.
