you have to send it several times. i think the first one they just ignore , then wehn you bug them again they will claim they didnt recieve it so refax/send , then bug them again for a few days they will say its in someone else's hands , then bug them again and spend a few hours going between different departments . THEN you will get unblocked

p.s. make sure all your personal info is covered up as your not sending these to america , and for all you know they could have identity thieves working for them , and if they stole your info you dont really have a leg to stand on as they arent american and likely wouldnt face prosecution for stealing your identity.
