Beks, the best thing you can do is visit a wb site you think has quality traffic and want to buy ads on. From there, find out who their broker is and start a business relationship with them.
This means trying out a few campaigns on their network of sites to see which has the highest CTR & conversions for the cost. The more you spend the higher their flexibility with you.

I have told countless potential customers that I didn't think our traffic was appropriate for their site.
