This is only a big deal to your egos.

The world knows you like to invade countries. Make regime changes. Assassinate foreign leaders who you do not approve of.

North Korea knows that you want to invade them. Bush grouped them as one of the Axis of Evil.

Just make peace.

Assure North Korea that you won't invade them. It is not a hard thing to do.

They just want to be able to defend themselves. Accept that. Don't sweat them developing the means to defend themselves.

It is not like they will try to invade you or anything.

It just means that you can't invade them.
