Don't forget either... CCBill and Paycom's rules are nearly 100% dictated by what Visa and Mastercard set out. CCBill wants your business and your money, but they can't take something on that Visa or CCBill's acquiring bank won't find acceptable.

I completely agree with your point, and we've run into the same thing... but it does no good to bitch at ccbill, because the byzantine and inconsistent rules are handed down by Visa, not the billing companies.
