whether you like it or not, visa is the one that hands down the rules. not the processors. i know rc travels to nyc to meet with visa on a regualr basis and is very up to speed with current and upcoming visa regs...

Don't forget either... CCBill and Paycom's rules are nearly 100% dictated by what Visa and Mastercard set out. CCBill wants your business and your money, but they can't take something on that Visa or CCBill's acquiring bank won't find acceptable.
